Background
In its advisory opinion of July 19, 2024, the International Court of Justice (ICJ) concluded that Israel’s occupation of Palestinian territory is illegal and must end immediately. A subsequent UN General Assembly resolution gave Israel a deadline of September 13, 2025, to comply and end the occupation.
The ICJ also made it clear that third-party states are obligated not to contribute to ongoing violations of international law. Nevertheless, The Government Pension Fund Global (Oljefondet) continues to invest in companies involved in illegal Israeli settlements in Palestine. Norway has also failed to ensure that defense materials from state-owned companies are not contributing to violations of international law in Palestine.
Rødt and SV have repeatedly proposed measures in Parliament to end Norway’s complicity in Israel’s violations of international law—but have so far had little success. So what can be done now? What are Norway’s options?
